Test house audits

Test houses calibrate, install, commission and certify electricity metering installations.

Approved test houses are responsible for:

  • installing, testing and certifying metering installations
  • ensuring that the standards of metering calibration, testing, installation and maintenance detailed in the Code are carried out accurately.

There are the two types of approved test houses, class A and B. Each category performs different work and has different audit requirements.

Class A test houses

Class A test houses are approved to:

  • calibrate working standards, metering equipment and metering installations
  • install metering equipment
  • commission and certify all categories of metering installations
  • issue calibration and certification reports for all metering categories.

Class B test houses

Class B test houses are approved to:

  • calibrate class 1 and class 2 meters and class 0.5 current transformers
  • install metering equipment
  • commission and certify category 1-3 metering installations.

When a test house is audited

Audits should be carried out and submitted:

  • when a test house first gains approval
  • on the date that we advise that an audit should take place
  • at any time at the request of the industry participant, the Electricity Authority or an auditor.

What the test house audit covers

The audit shows if a test house:

  • has the facilities and procedures to consistently meet the requirements of the Code
  • has a fit and proper person for approval to act as an approved test house
  • addresses any other matters raised.

If an audit identifies non-compliance with the Code a compliance plan is required to go with the audit. A compliance plan shows how the reconciliation participant will address the non-compliance.
