How to apply to be a test house
Approved test houses calibrate, certify, install and maintain metering installations in accordance with the Code.

Test house types
Approved test houses are responsible for:
- installing, testing and certifying metering installations
- ensuring that the standards of metering calibration, testing, installation and maintenance detailed in the Code are carried out accurately.
There are the following two types of approved test houses.
1. Class A test houses
Class A test houses are approved to:
- calibrate working standards, metering equipment and metering installations
- install metering equipment
- commission and certify all categories of metering installations
- issue calibration and certification reports for all metering categories.
2. Class B test houses
Class B test houses are approved to:
- calibrate class 1 and class 2 meters and class 0.5 current transformers
- install metering equipment
- commission and certify category 1-3 metering installations.
Alternative certification
Approved test houses can use an alternative standard in the certifying of a metering installation in accordance with the Code, but the Electricity Authority must be notified. Please use the following notification form.
How to apply to be a test house
To apply for test house approval, read our guide on becoming a test house, then complete and return the application form two months prior to the date approval is required.
The Code sets out the requirements for obtaining a class A or class B approved test house status. (Clause 7 of Code of Practice 10.2 of Schedule 10.1 of the Code)
How to apply for renewal
Test houses are approved for up to 12 months. A test house must be able to demonstrate that it has the facilities and procedures to consistently meet the test house requirements.
Apply for renewal of approval via our audit portal two months prior to the date approval is required.
Test house audits
Approved test houses must complete audits:
- when a test house first gains approval
- on the date that the Electricity Authority is advised that an audit should take place
- at any time at the request of the industry participant, the market administrator (the Electricity Authority) or an auditor.
