Dispatch notification enhancements

We would like to thank all submitters who provided input on this consultation. After considering all submissions and cross-submissions, we decided to amend the Electricity Industry Participation Code 2010 to implement our proposed amendments. Read our decision paper.
This consultation sought feedback on three proposed amendments to the Code to further realise the benefits of the dispatch notification product. We proposed to:
- enhance the dispatch notification product by enabling load aggregators with resources spread across several locations (grid exit points or GXPs) to apply to the system operator to bid an aggregate of their resources at a single GXP
- clarify that obligations on dispatch notification purchasers only impact Part 13 of the Code relating to trading arrangements (and in particular there are no reconciliation requirements specific to dispatch notification participants)
- clarify that participants in dispatch notification will need to provide appropriate data to the Authority to enable us to monitor compliance.
The dispatch notification product provides a low-cost path for inclusion of small-scale resources in the wholesale electricity spot market. Users of dispatch notification could include owners of small hydro generation or small industrial loads, or aggregators of residential solar and battery installations, smart appliances, and/or commercial buildings.
Allowing providers of small-scale flexible resources to participate in the market will promote competition, supporting Aotearoa New Zealand to efficiently transition to a lower emissions economy by helping to displace high-cost and carbon-intensive thermal generation.
