Retail market monitoring information notice
Decision
We have decided to introduce mandatory retailer reporting of domestic and small business customer data, to increase transparency and accountability in New Zealand’s retail electricity market.
We will begin publishing aggregated retail data and insights on our website towards the end of 2025.
We would like to thank everyone who engaged with this consultation. Feedback from submitters has been incorporated into the final decision.

Implementation support
We are committed to supporting retailers as they prepare for their first report in August 2025. This support will include access to Electricity Authority staff for advice, resources on our website, and information sessions as required.

We have provided a worked example from a fictitious retailer, with each csv file representing one of the tables in the notice.
Consultation
From December 2023 to February 2024, we consulted on our proposal to streamline our collection of retail data with a single data request to improve our monitoring of the retail market.
In October 2024 we consulted again on a reined version of the notice and our analysis of the costs and benefits.
We amended the final notice in response to feedback. The notice enhances our monitoring of the retail market while minimising additional costs for retailers.
